Portra 400UC / Ultra Color 400UC is developed in standard C-41 chemistry: 3:15 in the colour developer at 37.8°C / 100°F, the same as every other C-41 film. Blix and stabiliser times come from your kit, and pushing typically adds about 30% per stop.
